DOE probes 'rigged' tender rules

Article Abstract:

Local authorities in Britain have been accused of operating the Department of Environment's (DOE) compulsory competitive tendering process in a biased manner which favours council departments over private competitors. Design and refurbishment projects worth a total of seven billion pounds sterling are being put out to tender by 450 local authorities, and only one contract has so far been awarded to a private firm. The DOE is investigating and tighter rules are expected for future tender processes.
