'Demolition' fear for historic areas

Article Abstract:

The UK department of the environment, transport and the regions has issued planning circular 1497, which reinterprets the definition of demolition contained in the 1994 Planning Policy Guidance. This has attracted concern from English Heritage, which fears that historic features on buildings in conservation areas may no longer be protected. In particular, English Heritage objects to the fact that it no longer has the power to prevent the destruction of individual historic features on non-listed buildings in conservation areas.

The progress of the Millenium Village project on the site of a disused colliery in west Yorkshire is discussed. The difficulties faced by the developer Aire Regeneration and the views of local residents are explored.
