New MACT worry: states may go it alone

Article Abstract:

Boat engine manufacturers are worried that the delay in the establishment of a federal regulation for engine-test facilities would prompt states to develop their own maximum achievable control technology (MACT) rules. An industry coalition, which includes the National Marine Manufacturers Assn, has proposed three options that would protect engine makers from state-by-state regulated MACT standard.
