A housing scheme in Batley, Leeds is being used as a model for local authorities. The house builder was awarded land at zero cost by Kirklees Metropolitan Council, to build low cost homes. The council is able to choose buyers from its housing list, before the homes are marketed to other interested parties, and, on resale, the same discount to market value will apply.

A report commissioned by the DOE and the Department of Transport predicted that house values will rise around 2% in the next 6-10 years, with land values rising 2-3% in the long term. It expects that more use will be made of urban transport corridors with less greenfield sites being allocated for new low density development.
