Article Abstract:

The publishing of the UK construction Egan report highlighted the need for systems to be developed which could measure the effectiveness of individual work tasks and ways to improve speed through planning and data analysis. Several systems have been developed which monitor projects through benchmarking. Activity Based Planning assessment techniques were used during the construction of the new baggage reclaim area at terminal 4, Heathrow Airport, helping reduce costs while bringing in the completed project six weeks early.

Article Abstract:

A 900 square meter extension to the terminal 4 baggage reclaim area at Heathrow Airport, UK, cost 3.8 million pounds sterling and was completed in December 1998. The 30 week long project was completed six weeks earlier than scheduled, reducing original costs by 5.6%. The construction project is an excellent example of good practice between contractors, commissioning firm and subcontractors. The project used Activity Based Planning methods to reduce the incidents of defects and cut down accidents to workers.

UK construction firm Laing employed an ImPACT time and motion system to monitor productivity when constructing an 8 million pounds sterling new superstore in 1998. The ImPACT system cost 75,000 pounds sterling to implement on the scheme, although the project was finished in the required 28 weeks and cost 8.5% less than was originally budgeted for. ImPACT uses detailed analysis techniques to monitor each task, so improvements and priorities can be made.
