Two-year hiatus stalls PFI

Article Abstract:

The private finance initiative (PFI) is not expected to boost construction spending until 1997/98, according to senior economist at Barclays Bank, Richard Roberts. A report by 'Building' magazine has also revealed that only 11 PFI projects have been submitted to the Treasury for approval by the six departments investigating private finance. It is thought that planned spending is being shelved until it is clear whether projects can be financed privately.

Construction industry contractors and subcontractors are seeking to improve financial and working arrangements with the management of Manchester Airport, UK after several firms faced liquidation. A new terminal is being constructed at Manchester Airport to meet the expected demands of an extra 10 million passengers by the year 2005. Airport management plan to introduce a new framework for construction contracts to avoid financially damaging situations.

John Armitt is the new chief executive of Costain, a construction company, and has spent his first six months facilitating deals with major shareholders and new investor Skanska of Sweden. Skanska has an option to raise its stake to 40%, which could trigger a bid. Armitt acknowledges that would mean a loss of independence to a degree, but that Costain's name and authority are not under threat.
