Avoiding a cop-out: moving towards systematic decision-making under the Climate Convention

Article Abstract:

Discernible criteria for arriving at the numerical emission targets for the Kyoto Protocol are lacking. Such lack of rationale behind the targets points to arbitrariness in decision making and inconsistency with the principles of the UN Framework Convention on Climate Change (UNFCCC). Future Conferences of Parties should establish a comprehensive set of criteria for the commitments of developed and developing countries for a more streamlined treaty process. These criteria should be based on principles already existing in the UNFCCC, namely, capability, efficiency, equity and responsibility.
