Bringing the market inside the firm?

Article Abstract:

The idea of using market driven techniques internally between departments is examined. This entails contractual relationships between departments, who offer services to one another as they would an outside customer. This system works for regular contractual needs, but an internal spot market system is not available for immediate needs.
