Certificate-of-origin requirements: Egypt's recent ministerial decree and a series of clarifications

Article Abstract:

US officials in Egypt observed that a ministerial decree by Egypt on certificate-of-origin requirements and many clarifications subsequently issued by the government on the decree have begun to considerably influence US trade with Egypt. The government announced that the decree was necessary because of a threat from mass East Asian merchandise imports, but US commercial officers say that the decree is applicable across the board.

Azerbaijan issues new foreign trade decree

Article Abstract:

The new Azerbaijan foreign trade regulations replace previous government regulations and are designed to further liberalize foreign trade. The regulations cover import, export and barter operations as well as documentation, controls and licenses. The new regulations were drafted by the Ministry of Foreign Economic Relations and were issued under a presidential decree which signed on December 17, 1996.

U.S. State Department guidance on Iran/Libya

Article Abstract:

The US State Department has issued guidelines to clarify and provide additional information relative to the Iran and Libya Sanctions Act of 1996. The guidelines clarify terminology concerning use of such phrases as "investmnents" and "development of petroleum resources"; implement specifics concerning the timing of investments, and specify participants in sanctionable contracts.
