An overview is presented of the political and economic implications in the Middle East of high oil prices, continuing violence between Israel and Palestine and Iraq's return to the Arab scene.

Issues are presented concerning the use of unilateral sanctions by various US administrations as tools against other governments. The advantages and disadvantages of unilateral sanctions are discussed.

Desert Fox message: new U.S. policy toward Iraq

Article Abstract:

Operation Desert Fox shows that the US government has finally altered its policy toward Iraq. The new 'containment plus' policy sums up the lessons learned by the US from the first Iraqi crisis of 1998. The policy consists of several mutually reinforcing actions for both the US and Iraq and important multilateral elements. Reactions to the policy in the Gulf Region are viewed positive since Gulf leaders are beginning to think about issues such as political openness and economic participation.
