Highway franchising: pitfalls and opportunities

Article Abstract:

Most developing countries are turning to private sectors in the auctioning of highway franchises due to much needed highway construction programs. The advantages of privatizing highway construction are increased efficiency, faster access to financing and lesser political pressures to decrease tolls. However, some obstacles may nullify the benefits of privatizing highways and they include frequent use of government guarantees that decrease incentives to control construction costs as well as government bailouts for every financial trouble.

Reforming the Soviet grain economy: performance, problems, and solutions

Article Abstract:

Research indicates that Soviet grain performance, contrary to popular belief, was characterized by steady increases and less variability in yield and output in the 1980s. This performance improvement could have been the result of good weather or changes in policies. A study of three subperiods between 1956 and 1989 reveals that changes in policies in 1981 helped to improve grain performance. These results suggest that socialized farms should be privatized and a market economy should be established.

Russian retrospectives on reforms from Yeltsin to Putin

Article Abstract:

The impact of the economic reforms undertaken in Russian from Yelstin to Putin is examined. The study is based on the observations of three economic reformers who worked under Yeltsin, three economic policy analysts and three banking professionals.
