Income policy: stages and reserves

Article Abstract:

This article discusses personal income policy in the Russian Federation after the period of transition into a market economy, which should restore real income levels to what they were before economic reforms, and the development of social production should double income and triple wages; half of real wages were lost in Russia between 1991-1996, since price liberalization there has been a significant increase in the amount of the population living below subsistence, with almost the entire population falling into the risk zone of poverty, due to a delay in wage payments, inflation, the high cost of living and the scarcity of supplies. The author suggests social insurance against loss of earnings, which has been successful in Russia, as compared to personal accumulation for self-sufficiency which lacks any economic grounds and has proven unsuccessful in Russia.

Article Abstract:

This article discusses the interaction between the local level of the economy and the regional-federal level and the difficulties due to the conflicting nature of their organizations; less than 3% of the municipal formations in the Russian Federation do not need state support, making economic self-sufficiency of local self-governments impossible. The author asserts that administrative unity is essential for the development of a sound economic basis, using the Riazan Oblast as an example of local government; decentralization and demonopolization has not been productive in restructuring and production growth, but has resulted in the loss of technological integrity in industry, destruction of its economic ties, an instability in the market and a decline in enterprises' financial capabilities.

Federalism and local self-government: problems of economic interaction

Article Abstract:

This article discusses the role of the federative relation between the state and central government in the Russian Federation. Issues include the authority of legislative and executive power, "rules of behavior" among the constituents of the RF and bodies of local self-government, the friction caused by differences of opinion, and socioeconomic development.
