Is the "Anti-Crisis Program" really anti-crisis?

Article Abstract:

The article states that economic growth within Russia cannot be achieved until there are significant changes in economic and financial policies. Topics include goals of economic policy reformation offered by the government of the Russian federation in June 1998, such as the reorientation of economic policy to provide incentives for growth in production as well as an increase in efficiency of state regulations of the economy; other topics include methods for this reorientation, the decommercialization of the Central Bank of Russia, the supplementing of budgetary income, currency regulation and the revival of production activity.
