Private sector financing for utilities expansions at Jubail and Yanbu

Article Abstract:

The Royal Commission for Jubail and Yanbu of the Kingdom of Saudi Arabia has developed a plan to answer the expansion needs of the electric utilities to meet the expected demands due to industrial expansions in the two cities from 1996 to 2003. The Royal Commission's strategy is to create a private utilities company, to offer investment opportunities for Saudi businessmen, financial institutions and other investors, and to arrange the needed funding for the private firm so that its creditors and investors would be financially secure even without government guarantees.

Article Abstract:

Saudi Arabia has realized several benefits and advantages from different offset projects carried out in the country. The country has benefitted from technology transfers, particularly the inflow of technological know-how and expertise. It has also realized industrial development opportunities from the operating of diverse industrial and service fields such as electronic engineering, computer, aviation, and information technology.
