Stagnation as a problem of transition: arguments and proposals

Article Abstract:

Structural change in advanced capitalist economies occurs when there is a shift from one accumulation regime to another. This occurred in the late 1960s and 1970s as profit shares fell, unemployment rose and other problems surfaced such as inflation and trade deficits. There has been a drive to boost labor flexibility as a solution to unemployment. The shift to a new regime brings uncertainty and the policy implication is that governments can ease the pains of transition by reducing uncertainty. Companies are seeking to boost profits by shedding labor, while expansion brings benefits but involves risk and uncertainty.
