Conversion in Russia: unrealized hopes

Article Abstract:

This article discusses efforts at conversion of the Russian defense industry since the approval of the Federal Dedication Program for the Reconstruction and Conversion of the Defense Industry for 1998-2000, which can also be considered one of the major components for economic reform. Issues include the consequences of ten years of post-Soviet reforms, the percentage industrial labor force employed in defense industry production, and defense spending which drained the domestic economy; types of future conversion are examined, potential methods for restructuring the military-industrial complex are suggested and reasons for the poor progress thus far are given.

The Formation of Ownership Structure of Privatized Enterprises

Article Abstract:

This article examines the influence of the structure of business enterprises on the privatization process in Russia, questioning popular assumptions that market pressure forces firms to reduce expenditure and optimize structure of capital, by emphasizing the ability of managers to escape the owners' control. The authors suggest theories that the goals of managers do not coincide with the owners' aspirations to maxime profits; the more profitable businesses are therefore believed to be run by owners, and investors should concentrate ownership in their own hands.
