The acid rain game as a resource allocation process with an application to the international cooperation among Finland, Russia and Estonia

Article Abstract:

The problem of international cooperation on trans-border air pollution control of sulphur emissions is addressed using the 'acid rain game' approach proposed by K.G. Maler (1989). Specifically, a strategy based on the use of local information on marginal emission abatement costs and damage costs only to obtain an optimal solution is introduced. The scheme, which implements the 'acid rain game' as a resource allocation process, was illustrated using acid rain negotiations between Finland, Russia and Estonia.

Bequests, credit rationing and in situ values in the Faustmann-Pressler-Ohlin forestry model

Article Abstract:

A study was conducted to generalize the Faustmann-Pressler-Ohlin forest rotation model to integrate forest owner-specific factors. The model supports an optimal consumption schedule for the period following the last harvest wherein the maximum utility correlated with the date of the last harvest and the degree of nonforest and forest assets at the beginning of the period. Results indicated that forest models do not support the long-term aspects that contribute to the economic uniqueness of forest resources.

An economic analysis of transboundary air pollution between Finland and the former Soviet Union

Article Abstract:

The bilateral agreement between Finland and former Soviet states to reduce transboundary sulfur dioxide emissions that cause acid rain is analyzed. Results indicate the need for transfer payments from Finland to the former states as incentives for pollution control. An action plan signed by the Soviet Union for sulfur dioxide emission reduction appears unduly costly, which may imply Finland's financial support. With careful planning, benefits from environmental control cooperation can be realized.
