Article Abstract:

Norway experienced a dramatic change in its pay distribution and wage system from 1987 to 1991 as the country's labor demand shifted to towards high skilled laborers. A constitution for knaves crowds out civic virtues

Article Abstract:

An analysis of constitutional designs reveals that public laws should be geared towards the promotion of civic virtues while maintaining a checking procedure to prevent citizens from exploiting benevolent rules. Civic virtue may be fostered through participation and referenda on issues as distrusting public laws risk the loss of the promulgation of positive attitudes of politicians and citizens towards the state.
