The new EU Budget deal: good politics, bad economics?

Article Abstract:

The European Union (EU) budget agreement came from negotiations in Mar 1999, and the agreement represents some progress, though there are also problems that have yet to be tackled. The agreement covers the period from 2000 to 2006. Areas that have yet to be tackled include reform of the common agricultural policy, and the way that the EU is funded. Denmark, Italy and France will pay higher net contributions. There may be pressure for the EU to have a larger budget, and this involves an examination of the functions of the EU.
