The Social Return to Apprenticeship Training

Article Abstract:

Economic theory that predicts trainees pay for their general training is inaccurate. Recent research shows the employer pays 53% of training costs, 28% by the public sector and 19% by the apprentice. Male apprenticeships show a social rate of return at 12.8%. Changes in employers' willingness to provide apprenticeships should stimulate training programs.

Intergenerational redistribution and fiscal policy

Article Abstract:

Tighter fiscal policies that are generationally neutral will provide many benefits for the Australian economy. The superannuation guarantee charge, or compulsory retirement saving, is one such policy. It eliminates governmental responsibility for intergenerational redistribution by reducing the financial impact of the aging Australian population.
