Trade-environment linkages in the resolution of transboundary externalities

Article Abstract:

A major issue in multilateral trade negotiations is whether to link or delink environmental questions in trade negotiations. The strategic nature of the linkages was examined from a game-theoretic viewpoint, providing insights into incentives, rewards and policy. It was suggested that environmental dilemmas can be considered as Prisoners' Dilemmas (PD) and do not provide motivation for a successful conclusion. The association of the dilemmas to trade can develop into Assurance Problems, in which the successful conclusion of the game can be used a side payment to resolve the environmental PD game.

NAFTA and the dispute settlement mechanisms: a transaction costs approach

Article Abstract:

The dispute settlement mechanisms (DSMs) included in North American Free Trade Agreement (NAFTA) contain imperfections that result to failure in resolving trade dispute issues, such as cases the involving anti-dumping (AD) and countervailing-duty (CVD). DSMs tend to be ineffective whenever economic theory is not considered or inapproriately applied. Failure also happens when legal policies and precedents are used for purposes other than its original purpose.

The effectiveness of interntional economic organizations in relation to regional trade agreements depends upon the size and heterogeneity of the organization. The author suggests a new Organization for Economic Development and Cooperation which focuses solely on related to regional trade agreements.
