Internal policy developments

Article Abstract:

The year 1997 might be considered a forward-looking year in terms of EU internal policy. Much of what was discussed centered around preparations for the future especially in terms of economic and monetary union and a genuine single market. Agricultural policy, structural funds and budget development was laid out for the next few years until about 1999. An increased emphasis was placed on employment policy generally through linkages with many other policy areas.

Coalitions and power: effects of qualified majority voting in the council of the European Union

Article Abstract:

The relative power of Member States in the European Union is one of the major factors that influence policy outcomes ranging from intergovernmental bargaining over policy areas to decisions on single issue areas. In terms of quality majority voting, the Shapley-Shubik index of voting power shows that Scandanavian countries share a voting power of 13.59% while Greece, Ireland, Portugal and Spain have a power of 24.12%.
