Berlinguer's soft revolution

Article Abstract:

Left-wing law professor Luigi Berlinguer, Italy's first combined education, university and research minister, wants to produce a 'soft revolution' in his country's higher education system. Berlinguer is pursuing a policy of piecemeal deregulation aimed at putting Italy's 60 or so state universities in direct competition with each other. Academic posts will no longer be assigned through a system of centralised competitive examinations and funds assigned to universities will no longer be pre-earmarked for spending in certain areas such as salaries or maintenance.

Bemoan the folly of the hour

Article Abstract:

Undergraduate fees in the United Kingdom and Northern Ireland have been abolished in an attempt to achieve unbiased access, although the lack of funds to support universities and colleges has forced some establishments to add a fee of their own. Universities should be autonomous, accountable and transparent, although they should not be politically controlled. Universities need to be independent in terms of critical thought, for the good of society and its development.

The Northern Ireland peace negotiations indirectly involve academics, who provide the politicians with vital information. Media commentators and advisers also have a significant role to play in the peace process. The depth of knowledge acquired by academics over the years on subjects of national importance is sometimes betrayed by politicians who willfully select parts of the information according to their political aims and objectives.
