University presidents in France are highly autonomous civil servants who are not answerable to ministers and are able to set their own policies, but the role is far more political than administrative. Presidents must campaign and require absolute majority support from the university council to be elected. Presidents must act as entrepreneurs, civil servants and parliamentary leaders, setting curricula, campaigning for budgets, seeking links with business and trying to secure private funding without any guidance. The material rewards are virtually nil.

Article Abstract:

Liverpool John Moores University, England, will carry out a formal review of teaching material for a course on human physiology, two years after complaints had been made about its quality. The labor union for college lecturers, Natfhe, has called for an inquiry into the delay. Independent experts have argued that the material is inadequate, outmoded, and incorrect. The university initially dismissed the complaints and argued that the issue was to do with academic judgement.
