East reaps what aid sowed

Article Abstract:

The British Council has been holding a meeting to discuss the continuation of projects run under the Regional Academic Partnership (Reap) programme between the UK and former Soviet bloc countries. The programme has encouraged links between universities in the UK and those in 10 former Soviet countries, such as Lithuania and the Ukraine. Some observers have suggested the ending of Reap too early could have wider implications for the countries involved. Reap programmes have worked in a variety of areas, such as finance, government and the environment.
