Is there a future for freedom?

Article Abstract:

The new higher education bill being presented to the South African parliament is causing concern because it weakens institutional autonomy. The bill gives the minister of education the power, after consultation, to merge public higher education institutions and determine their language policy. The bill puts considerable faith in the Council for Higher Education but its 30 members will all be appointed by the minister and will include only two university vice chancellors. The education minister's new powers also threaten universities' language policies in a country with 11 official languages.

A wealth in common

Article Abstract:

It is suggested that the Dearing Report would be well-received in South Africa. While the higher education sector in South Africa has the same concerns as those addressed in the UK by the Dearing Report, there are significant differences between the two. One of the greatest differences is the access that UK students have to funds and college places in comparison to their South African counterparts. An overview of the Dearing report is given, including parallels and comparisons with the situation in South Africa.

The future? It all depends
