Rugged regionalism v. the local hero

Article Abstract:

Principals of the UK's further education colleges have indicated that, in their opinions, the Regional Further Education Councils were the best candidates to handle regional planning. There was, however, some disagreement over the style that should be adopted. The second most popular choice, favoured by more than one in six, was that their own colleges should do this planning. This reflected conviction that such matters were best handled at the local rather than regional level. Competition between colleges was thought to interfere with their regional planning abilities.
