Seventy head for the red

Article Abstract:

The Higher Education Funding Council for England (HEFCE) has analysed the financial situations of higher education institutions and forecasts that most of them will soon go into deficit. The 'Analysis of 1996 Financial Forecasts' estimates that there will be a 13 million pounds sterling deficit in the sector in 1996/97 rising to 58 million pounds sterling by 1999/2000. It expects 70 institutions to be operating in deficit by the end of the decade. Institutions are cutting back on expenditure but they are also letting their cash reserves fall, a measure which is not advised by the HEFCE.

E-envoy of the British Government Andrew Pinder is interviewed about ways in which the Prime Minister's Lifelong Learning program can be implemented. Particular attention is given to electronic learning facilities and difficulties related to broadband personal computing.
