Tax reforms are key to a fairer deal on access

Article Abstract:

Issues relating to the education policy of the Liberal Democrat party in the United Kingdom are examined by the leader of the party. The Liberal Democrat education policy would include the abolition of fees, the raising of standards and the provision of greater choice, funded through a system of tax reforms. It is argued that the best way to finance higher education is to increase the top rate of income tax to UKPd0.50 in the UKPd1 for those earning over UKPd100,000/yr. This would generate an additional UKPd4 bil, a large proportion of which could be invested in education.

Article Abstract:

The Labour MP for Wolverhampton South West analyses the Labour Party's plans to increase funding for higher education and argues that one way to generate funding for higher education is for each generation to invest in the education of the next through a National Insurance surcharge. It is suggested that the introduction of a 1% National Insurance surcharge on graduate employees would raise around UKPd1.1 bil/yr, an amount almost double to that which the Labour Party's existing plans will raise, and which will increase as the number of graduates in the labour force rises.

Harvard funding model 'is not for UK'

Article Abstract:

Endowments can never free the UK government from financing higher education, according to Cambridge University, which has over UKPd2 bil in endowments, in its response to the government's white paper on higher education. The university's submission warns the government, which envisions universities becoming self-funding on the Yale or Harvard universities model, to be realistic. Yale and Harvard have endowments of $11 bil and $18 bil respectively.
