UKPd2.3bn fails to buy off critics

Article Abstract:

The UK government's new white paper on higher education has paved the way for a multibillion pound investment in higher education in return for an unprecedented level of restructuring. The paper, which was launched by education secretary Charles Clarke, gives the go-ahead for top-up fees of up to UKPd3,000, which will be repaid by graduates according to their earnings. It is estimated that these fees will raise as much as UKPd1.5 bil/yr when they are introduced in 2006. The paper also commits the government to a UKPd2.3 bil increase in investment in higher education over the next three years, up from UKPd7.6 bil this year to UKPd9.9 bil in 2005-2006.

Article Abstract:

Alan Johnson, higher education minister, has warned that academics will sacrifice the chance of a decent pay rise if they fail to support the government over its plans for top-up fees. Johnson warns that the United Kingdom faces a stark choice between cutting investment in higher education and student places, or raising the money necessary for expansion of higher education and paying through graduate top-up fees.
