Whither Scotland?

Article Abstract:

Scottish universities will be more influenced by international markets than by the new Scottish Parliament. The vote to permit the creation of a Scottish Parliament, following the referendum in Sept 1997, is likely to have some effect on higher education in Scotland. The higher education systems in Scotland and England are likely to differ, not only as they are in different countries but because each country has its own requirements. The Scottish Parliament's ability to raise taxes may result in differing funding levels and education policies arising in England and Scotland.
