Did downsizing worsen the great Northeast ice outage?

Article Abstract:

The raging ice storm that paralyzed the Northeastern states in January 1998 raised concerns about whether downsizing and cuts in resources impaired the electric power utilities' to respond to the disaster. Management and labor disclaim that downsizing undercut the utilities' ability.
