Diminishing dividend

Article Abstract:

The end of the Cold War was expected to produce a peace dividend, money from unfunded defense programs, that could be used to help the economies of the US and European nations. Defense spending has only declined substantially in a few countries, while the Gulf War and other ongoing conflicts make unilateral reductions seem foolish. Moreover, defense industries are a large part of the economies of many countries and cannot be eliminated overnight. Some economic displacement will also occur as defense workers are moved back into the commercial sector.
