How utilities can benefit from stranded assets

Article Abstract:

The stranded costs that electric utilities will be saddled with after deregulation may be beneficial. State authorities are permitting utilities to recover them from customers over time. Moreover, utilities can issue asset-backed securities which have better credit ratings than other utility stocks or bonds.
