The rise of Richmond

Article Abstract:

Richmond, VA is just beginning to grow as a home for electronics manufacturing facilities. The Greater Richmond area has attracted a Motorola PowerPC semiconductor plant and a White Oak Semiconductor 64-Mb DRAM facility over the last three years. Motorola, which is Siemens' joint venture partner in White Oak Semiconductor, has many reasons for liking Richmond. Among them are Richmond's quality of life, the enthusiasm and coordination of its local governments, the number of skilled people in the area, the availability of quality educational facilities and a multi-million dollar incentive package the Commonwealth of Virginia approved for the company. The incentive package was not the overriding factor in choosing Richmond because most areas offer incentives, but incentives were important in ruling out the cities that did not offer them.

Article Abstract:

Foreign high-tech investment in Israel has increased from $240 million in 1995 to $850 million, as numerous electronics and computer-related firms capitalize on Israel's highly-educated workforce. High-tech companies from the US, Asia and Europe continue to open new design and fabrication facilities in Israel, and these companies' long-established Israeli divisions have become crucial components of some firms' overall production operations. The Israeli government offers significant financial incentives to foreign business in order to attract them to the country, 28% of the Israeli population is college educated and Israel has more engineers per capita than any other country. However, the high demand for technical talent has to some extent already depleted Israel's pool engineering employees.
