Under fire, TVA's biggest move comes too late

Article Abstract:

The Tennessee Valley Authority has been accosted with a series of unanticipated disasters which has dramatically reduced the board's authority and questioned its financial future and its ability to survive. At the beginning of 1997, the agency seemed unchallengeable with level rates for 10 years, debt capped at $27 million with continued active investor interest. The problems began when Congress cut off all TVA appropriations after FY1998 because of a political blunder.

New England utilities and states remain wary about implementing drastic changes in the energy industry. They are still in the process of evaluating the advantages and disadvantages of a totally deregulated market by seeking the opinions of the consumers, task forces and other interest groups.

New England fires shot heard around the grid in the revolution for customer choice

New England region is poised to become the first region to legally empower consumers full choice in the electric power industry. Area utilities have been considering restructuring the industry since 1994, and New Hampshire and Massachusetts are about to allow their utilities to reorganize.
