Utilities vs. unions: deregulation reshapes negotiating tables

The impending deregulation of US electric utilities in several states in 1997 calls for the revision of work rules, which, requires collaboration between companies and labor unions. One of the four companies that have reached new labor agreements is Pacific Gas and Electric Co.

The deregulation of the US electricity sector influences power production methods including the financial aspect. Since customer base is more important than power plant ownership in a deregulated environment, generating asset divestiture is advocated in several states.

Costly CO2 reduction goals would hurt 'cleanest' utilities

Pres Clinton's proposal to prevent global warming by reducing industrial carbon dioxide emissions to 1990 levels by the year 2000 will be expensive to electric utilities, and will make those that produced the most electricity pay the highest penalities.
