Applying quality concepts to community issues: Tacoma-Deming project avoids politics as usual while focusing on a process for improvement

Article Abstract:

The Tacoma-Deming Institute partnership in Tacoma, WA, has involved extensive research into public opinion about community-related issues. Following evaluation, it was decided to focus on the prevention of family violence. Teams are now gathering information on this issue. This partnership has drawn extensively on the experience of other community initiatives across the US, and has sought to avoid the traditional political obstacles that can hamper improvement initiatives.

A key initiative was abandoning production quotas, leaving employees free to focus on quality. Productivity dropped, but this was more than balanced out by the reduction in rework.
