California to rule on fate of EVs: regulators rethink electric-drive options

The California Air Resources Board is considering whether to adjust the ratio of credits earned by different zero-emissions vehicle (ZEV) technologies . The ratio currently favors fuel cells over hybrid cars. California's ZEV program requi res big carmakers to make ZEVs at least ten percent of their in-state sales from 2003.
