Can U.S. schools be managed for improvement?

Article Abstract:

Public education in the US may be effectively improved by shifting the emphasis from educational accountability to an innovative system that visualizes education as a people development enterprise. The system should be modified in a manner such that the practice of ranking students/teachers and schools/school systems gives way to the concept of shared responsibility. Educational improvements may be brought about by involving parents and students alike through exposure to quality management principles and by adopting systems thinking. Risk taking should also be encouraged.
