DoE eyes compulsory levies to fund town centre improvements

Article Abstract:

The DoE is considering compulsory levies on town centre companies to fund district improvement schemes. However the DoE will await the results of the Association of Town Centre Management's research on voluntary schemes. Many retailers do not believe voluntary schemes would be worthwhile. The follow up inquiry on shopping centres has heard evidence from civil servants, and the new PPG1 is expected to give further guidance on the issue of planning gain.

Article Abstract:

A survey by the Investment Property Databank shows that towns alongside the motorway have not fared well during the receission, and have suffered from the effects of out of town development. It found that towns in Scotland the north east had fared better. However some believe the survey only presents part of the picture and there are a variety of measures to test the health of a town centre.

The slow demise of the market town?

Article Abstract:

Many small rural towns have performed badly during the past 10 years, according to a survey, Shopping Centres of Great Britain, by Hillier Parker. The survey is based on a league table of the number of multiple retailers, and it could be that other town centres have attracted more retailers. There are some exceptions, such as Woolworths, which is relaunching outlets in smaller towns.
