To engineer or not: that is the question

Article Abstract:

To value the level of required engineering efforts and its justification in a project, one important factor "how much to engineer?" is to be considered. Few other factors are degree of change (DC), technical challenge (TC), strictness of goals (SG) etc. To measure engineering demands, degree of change, technical challenge etc., are discussed.
