Guidance to the Environment Agency misses its target, warns the Institute

Article Abstract:

The UK government has been criticised for inadequate guidance for its new agency to tackle environmental issues, the Environment Agency. UK planners argue that draft guidance does not adequately cover the transitional period or the role played by other bodies such as local planning authorities. There is also a lack of guidance on assessing costs and benefits. Local planning authorities could provide help with this. The new agency should set out the methods it is to use to assess costs and benefits, critics argue.

A Major role for planning to play

Article Abstract:

The UK prime minister, John Major, has spoken in favor of planning legislation used in an intelligent way. This marks a change in attitude from the previous prime minister. Major is concerned about the plight of the rural population in need of affordable homes. John Gummer, UK environment secretary, is also in favor of planning laws and has argued that they can help an environment which can benefit the next generation, and for the need for innovation.
