Institute welcomes new strategic approach to regeneration in Scotland

Article Abstract:

The UK government has set out proposals for Scotland in its Programme for Partnership document. The strategic approach set out in this document is welcomed by the Royal Town Planning Institute (RTPI). The RTPI argues that the Scottish Office should develop a National Planning Policy Guideline relating to urban renewal. This would provide assistance to local government bodies in Scotland. The RTPI also welcomes a proposal for maximum funding periods to be increased.

The case of the contradicting circulars: Circular 12/96 is a creditable attempt to clarify the grey areas of provision for social housing, but seems to disagree with 16/91 on planning obligations

Article Abstract:

The final version of the Department of the Environment's circular on planning and affordable housing has been issued, largely following the draft, but including reference to registered social landlords. More detailed advice is given on housing mix and the seeking or giving of financial contribution towards providing affordable housing could be acceptable on certain sites.

Institute welcomes stronger controls in Conservation Areas

Article Abstract:

The RTPI is backing the British government's announcement giving planners greater control over the outside of homes in Conservation Areas. Authorities will now have a say in external architectural alterations. However, local authorities should obtain resident's views, so that they can introduce tailor-made controls for each Conservation Area.
