Obeying orders

Article Abstract:

The UK government's support of the document 'Evaluation of Planning Enforcement Provisions' has led to the new system being well supported, but there is room for improvement in several areas. Amongst them is the need for a 'good practice' guide. The Department of the Environment is considering such a guide and is also revising PPG18 (Enforcing Planning Control). However, authorities can improve the enforcement process by introducing performance targets for key stages and by cooperating more closer with planners and solicitors.

Power games: in his short-listed Summer School Prize Paper, Rory McWilliams argues for elevating planning's role

Article Abstract:

There is argument for elevating the planning officer to an influential public officer, with ultimate authority and responsibility for land-use planning issues transferred to incumbent planning officers. Development control officers could take on similar working practices to those of inspectors, with cases judged solely on planning criteria.
