Russia ratified the Kyoto Protocol on climate change requiring signatory states to reduce their greenhouse gases back to below 1990 levels by 2012. Taiwan though not being a part of the Kyoto pact is taking greenhouse gas reduction seriously wanting to reduce the PFC emissions to 10 percent below their 1995 levels by 2010.
