Riding the crest of da Gama's wave

Article Abstract:

Lisbon, Portugal, is the site for Expo '98, which will use the theme of the anniversary of da Gama's sea voyages. The exhibition will use a former industrial site, and there are plans for long-term regeneration lasting longer than the exhibition. There will be transportation improvements, leisure, retail and office facilities, and some housing. There are also problems with these plans such as a tight construction schedule, lack of housing, lack of easy access to the planned park, lack of economic spread effects and lack of consultation with the Lisbon public.

Participation in public: a recent RIBA initiative could help see greater public involvement in decisions

Article Abstract:

The Royal Institute of British Architects has developed a new initiative, 'Percentage for Participation' which aims to cut development costs, reduce planning appeals and increase the public voice. It calls on authorities to pledge to ring-fence 1% of development costs for public participation. Local authorities would need to encourage relevant groups to join the participation scheme and make sure offices are trained to encourage and enable such activities.

Return to terraces will house 4.4m

Article Abstract:

It is estimated that by the year 2016, 4.4 million houses will be required. According to Robert Jones, planning minister, terraced housing may provide a solution. Jones accused planning authorities of 'over-optimistic' and 'unimaginative' planning for brownfield redevelopment. The housing debate was launched by John Gummer, environment secretary, in June 1996, at the RTPI annual conference.
