Tosco hit with a lawsuit

Article Abstract:

Tosco Corp was charged with a wrongful death lawsuit by the survivor and the family of an operator killed in the Feb 23, 1999 explosion at its refinery in Avon, CA. The blast occured when repairs were being made on a leaking naphtha drawline in a crude fractionator unit. The plaintiffs alleged that the supervisors were informed that the repairs would be too dangerous but still coerced the repair crew to proceed. Tosco was imposed a $2 million fine by the state of California and agreed to pay a $810,750 fine to the state's Div of Occupational Safety and Health.

Solvents: less is more

Article Abstract:

Solvents are critical to the chemical process industries (CPI) yet changing safety priorities have prompted CPI firms to reduce the amounts of the key solvents they use or replace them with safer alternatives. Many of these alternatives have proven to be interim solutions because of their adverse effects to the environment. CPI operators are therefore not only conducting research on environmentally friendly alternatives but are also attempting to optimize solvent use through product stewardship schemes and customer information and training programs.

No escape from storage tanks

Article Abstract:

The US Environmental Protection Agency (EPA) has released a new initiative that is aimed at controlling emissions of and reduce leaks from volatile organic compounds from floating-roof tanks with slotted guideposts. To encourage participation in the new Storage Tank Emission Reduction Partnership, EPA is exempting participating chemical plants and refineries from penalties for existing violations. The filing of notices of intent to participate should be filed by Jun 12, 2000, while executed agreements should be done by Dec 11, 2000.
