Up in the air... and out of focus?

Article Abstract:

Proposals for improving the air quality in Britain have been published by the Department of Transport and the Department of the Environment. The study suggests that a national air quality framework for some pollutants, such as carbon monoxide amd sulphur dioxide, be established and that laws be introduced which give local authorities power to declare areas of air quality management. The proposals may cause serious complications for local planning and pollution control authorities who may have problems differentiating between their various responsibilities.
