Waiting in the shadows

Article Abstract:

UK Labour party planning spokesman Keith Vaz believes that Labour's planning policies would bring new life to the UK planning system, which he says is costly, inconsistent, bureaucratic and plagued by anomalies. In Sep. 1996 Vaz unveiled the results of the party's review of the planning system. Labour's policies include setting up regional development agencies; setting up a Planning Advisory Committee whose role would be that of a sounding board for ministers; and giving third parties the right to appeal when local authorities grant planning permission to themselves.

Planning systems review requires some finer tuning

Article Abstract:

The DoE's consultation documents on planning appeals and development plans represent a major government review of the planning system. The tone of policy consultation on speeding up the planning system has been welcomed by legal and planning experts, who believe it addresses major flaws in the planning system. However there are concerns that ownership of a plan would move away from local authorities if the inspector's report is binding, and that the greater use of informal hearings could be used to the advantage of appellants.
